In March 2024, the voting members of NACHA approved changes to the NACHA Rules which are intended to reduce the incidence of successful fraud attempts and improve the recovery of funds after frauds have occurred. These Rules changes have 2025 & 2026 implementation implications. In addition, NACHA has issued four proposed Rules changes that if enacted will provide new opportunities for DFIs offering ACH products and services. This two-hour webinar will identify these Rules changes, along with other recent ACH Rules changes with annual “impacts” and discuss ways to implement such while minimizing the risks associated with the changes.

With 33.6 billion ACH Entries carrying a value of $ 86.2 trillion flowing through the Network in 2024, proper compliance with the ACH Rules is critically important to not only protecting the integrity of the payments system, but of protecting the profit margins enjoyed through providing products and services through the ACH Network. This webinar will review the ingredients of the Rules changes and discuss ways to implement those changes properly.

Here’s What You’ll Learn:

  • Risk Management Topics – R17, R06, Additional Funds Availability Exceptions, Timing of WSUD, and Prompt Return of Unauthorized Debit
  • Company Entry Descriptions – 2 New – PAYROLL and PURCHASE – Effective 03/20/26
  • Fraud Monitoring – Phase 1 – ODFIs, non-consumer Originators, Third-Party Service Providers, and Third-Party Senders with annual ACH origination volume of 6 million or greater – must establish and implement risk-based processes and procedures reasonably intended to identify ACH Entries initiated due to fraud – Effective 03/20/26
  • Fraud Monitoring – Phase 2 – for all other ODFIs, non-consumer Originators, Third-Party Service Providers, and Third-Party Senders not covered by volume limits in Phase 1 – must establish and implement risk-based processes and procedures reasonably intended to identity ACH Entries initiated due to fraud – Effective 06/19/26
  • On-going Contact Registry Responsibilities – Annual
  • Proper Use of R11 – Ongoing
  • Review Updates to FRB Operating Circulars # 4, & #5
  • Review proposed Rules changes on Same-Day ACH, and IAT
  • Allow time for questions from attendees

With ACH volumes increasing by “almost”1-billion Entries/Year for the last eleven years, and dollars processed increasing by $ 1 trillion/Year for last twelve years, proper compliance with the NACHA Rules is of paramount importance. This two-hour webinar from ProBank Education Services will provide the operations, compliance, product, and internal audit staffs with a current “snapshot” of the challenges and opportunities from these “new” Rules when providing products and services to clients utilizing the ACH Network.
